Vecinos denuncian extraños olores sobre García del Rio, entre Cabildo y el Parque
Desde el Gobierno porteño informaron a este medio que inspectores fueron al lugar por un reclamo pero no detectaron anomalías
Vecinos del barrio de Saavedra denunciaron la presencia de un fuerte olor a combustible en distintos sectores de la calle García del Río, entre avenida Cabildo y Pinto, en uno de los extremos de Parque Saavedra.
“En algunos lugares [se huele] bastante fuerte y hace picar los ojos. Llamé al 103 y asenté la denuncia, por favor si alguien mas detectó esto llamemos para ver de qué se trata, alguien esta haciendo algo mal”, comentó una vecina en el grupo de Facebook Barrio de Saavedra.
“Ayer pase por García del Rio y Cabildo y hay un fuerte olor como a gas o combustible. Alguien lo notó?”, escribió otro vecino días después.
Una de las hipótesis es que los olores podrían tener relación con el cierre de estación de servicio de Petrobras, ubicada sobre avenida Cabildo, al otro lado del límite barrial con Núñez, y obras en el predio
Ante una consulta de Saavedra Online, desde el área de Atención Ciudadana del Gobierno porteño informaron que se cursó un reclamo y que será la Agencia de Protección Ambiental (APRA) el órgano que hará seguimiento del pedido.
Por su parte, voceras del ministerio de Ambiente y Espacio Público -en cuyo ámbito funciona como entidad autárquica la APRA- indicaron a Saavedra Online que este jueves fueron inspectores al lugar pero “no encontraron nada”. Las fuentes agregaron que los agentes “Hablaron con los vecinos y tampoco sentían nada”.

Seis vehículos chocaron en General Paz y Superí y trasladaron en helicóptero a dos heridos
El choque ocurrió en la mano hacia el Riachuelo y hubo cortes de tránsito para dar lugar al operativo de seguridad.
Este miércoles por la mañana se produjo un choque múltiple en General Paz y Superí, a la altura del barrio de Saavedra.
De la colisión participaron seis vehículos y hubo al menos dos personas hospitalizadas debido a las heridas que recibieron durante el siniestro vial.
Fuentes del Ministerio de Seguridad porteño informaron: “General Paz y Superí. Choque múltiple con 6 vehículos involucrados. Bomberos de la Ciudad asiste e inmoviliza a 2 personas heridas para su traslado”.
El choque ocurrió en la mano hacia el Riachuelo, debido al operativo de seguridad fueron cortados ambos sentidos.
Para trasladar a los heridos, se hizo presente el helicóptero del SAME Aéreo.
En el operativo de seguridad participó la Policía de la Ciudad, Bomberos de la Ciudad, el SAME y personal de Autopistas del Sol.

Convocan a marchar de Parque Saavedra a la Quinta de Olivos contra el veto a la fórmula de movilidad jubilatoria
Vecinos llaman a encontrarse a las 18 en García del Río y Conde.
Vecinos del barrio de Saavedra llaman a concentrarse en el Parque Saavedra este martes a las 18 en García del Río y Conde para luego marchar hasta la Quinta de Olivos, ya que al atardecer el presidente Javier Milei encabezará un agasajo a los diputados nacionales que avalaron el veto a la fórmula de movilidad jubilatoria que aprobó el Congreso de la Nación.
“El hambre no se festeja. Nada de asado para los traidores a la patria”, indicaron en la convocatoria.
En paralelo, a través de redes sociales se convocó a manifestarse frente a Olivos durante el evento en el que Milei agasajará a los “87 héroes” que impidieron a la oposición llegar a los dos tercios de la Cámara baja, validando así el veto presidencial.
El vocero presidencial Manuel Adorni aseguró que el asado será pagado por cada uno de los asistentes: “Ante algunas versiones disparatadas sobre la cena que se realizará hoy en la Quinta de Olivos, les cuento que la misma será abonada por cada uno de los comensales. El costo será de $20.000 por persona y lo abonaremos con tarjeta de débito (no se aceptará pago en efectivo). Fin”.
La secretaria General de la Presidencia, Karina Milei, envió las invitaciones a los diputados de La Libertad Avanza, el PRO, del MID (Oscar Zago, ex presidente del bloque libertario) y Unión Cívica Radical (cinco representantes, que fueron suspendidos de su partido).

La Legislatura porteña convocó a vecinos para debatir sobre el Código Urbanístico en la Vecinal de Saavedra
Convocado por la Comisión de Descentralización y Participación Ciudadana, el encuentro se desarrollará este martes 17 de Septiembre a las 19:30 en Balbín 4221. Estarán presentes asesores parlamentarios.
La Comisión de Descentralización y Participación Ciudadana de la Legislatura de la Ciudad de Buenos Aires convocó a los vecinos del barrio de Saavedra y alrededores para debatir sobre la reforma al Código Urbanístico en un encuentro que se desarrollará este martes 17 de Septiembre a las 19:30 en la Asociación Civil Vecinal de Saavedra y Biblioteca “25 de Mayo” (Ricardo Balbín 4221).
La Comisión, que está presidida por la legisladora María Magdalena Tiesso (Unión por la Patria), envió una nota dirigida al Consejo Consultivo de la Comuna 12, que reúne a instituciones y ciudadanos de Saavedra, Villa Urquiza, Villa Pueyrredón y Coghlan.
“Los invitamos a participar de una charla pública y abierta a los vecinos en torno a los aspectos técnicos y prácticos del proyecto de modificación del Código Urbanístico, LEY 6.099.- (expte. 2120-J-2024), que se encuentra tratando nuestra Legislatura. La misma estará a cargo de los asesores de la comisión en materia urbanística”, indicaron en la invitación.
El jefe de Gobierno Jorge Macri envió a fines de julio a la Legislatura porteña un proyecto de Ley para ajustar el Código Urbanístico vigente, sancionado en 2018 y modificado en dos oportunidades. Se trata de una Ley de doble lectura, que incluirá una Audiencia Pública de por medio.
A fines de agosto inició el debate de este proyecto en la Comisión de Planeamiento Urbano con la presencia de vecinos, funcionarios del Poder Ejecutivo y legisladores.
La semana pasada, la Comisión de Planeamiento Urbano se reunió todos los días para tratar los distintos capítulos de la reforma propuesta. En estos encuentros estuvieron presentes vecinos de distintas asambleas barriales que rechazan el Código Urbanístico y aseguran que la reforma ahora propuesta por el GCBA también está pensada solamente en línea al desarrollo inmobiliario y que no atiende aspectos como la generación de espacios verdes, la calidad ambiental o soluciones a la crisis de vivienda.
La Legislatura porteña además trata un Decreto de Necesidad y Urgencia (DNU) del Poder Ejecutivo para suspender por 180 días los permisos de obra durante el tratamiento de ajustes al Código Urbanístico.
Según la defensa del proyecto de Ley de reforma al Código Urbanístico, se busca “una visión morfológica de completamiento de tejido y desarrollo de las subcentralidades urbanas y corredores donde se concentra la infraestructura de servicio, para mejorar las condiciones del desarrollo urbano de la Ciudad”.
“En el entendimiento de que la Ciudad necesita una densidad mejor distribuida y un desarrollo urbano más equilibrado, que preserve la identidad de los barrios, esta visión pone el foco en las manzanas como una unidad que contempla el entorno y su vinculación con toda la Ciudad, dejando atrás el desarrollo por parcela”, agrega el GCBA.
Luego de encuentros ciudadanos y reuniones en el marco del Foro Participativo Permanente del Consejo del Plan Urbano Ambiental y de la Comisión Asesora del Consejo del Plan Urbano Ambiental se propuso un “equilibrio a tres escalas”:
• A nivel ciudad: impulsando el desarrollo del sur y consolidando la zona norte;
• A nivel barrio: con el ajuste de alturas priorizando las escalas barriales y resguardando el patrimonio;
• A nivel manzana: ajustando pisadas y alturas, revisando “llenos y vacíos”, y ampliando el Centro Libre de Manzana (C.L.M.).
Este equilibrio a tres escalas se basa “en ajustes que refuerzan los lineamientos generales del Código Urbanístico en base a los siguientes criterios particulares”:
•Promover la Sustentabilidad Urbana y la Calidad Ambiental del Hábitat construido, aportando a la
mitigación de los efectos del cambio climático y a la adaptación de la Ciudad frente a éstos;
• Preservar la identidad de los barrios y resguardar barrios de baja densidad;
Consolidar el desarrollo urbano en arterias principales donde se concentra la infraestructura de servicios, la matriz de transporte y la mejor cobertura de las necesidades de la vida cotidiana;
• Fomentar el completamiento de tejido y la consolidación de alturas evitando la generación de saltos excesivos de alturas en una misma manzana; Favorecer el desarrollo de todas las parcelas de la manzana por igual equiparando su viabilidad y disponibilidad;
• Promover la conservación y revalorización del patrimonio urbano de la Ciudad;
• Incentivar la mixtura de usos para el desarrollo de subcentralidades de escala barrial.
Según la defensa, el ajuste al Código Urbanístico propone:
– Modificar las Unidades de Sustentabilidad de Baja Densidad: Se incorpora la Unidad de Sustentabilidad de Baja Densidad 0 (U.S.A.B. 0) con una altura máxima de nueve metros (9 m) que se ubicará en zonas de uso predominante de vivienda unifamiliar; la Unidad de Sustentabilidad de Baja Densidad 1 (U.S.A.B. 1) se modifica su altura máxima a doce metros (12 m). Asimismo, las tres Unidades de Sustentabilidad de Baja Densidad 0, 1 y 2 tendrán una pisada hasta Línea de Frente Interno (L.F.I.), por lo que se amplían los Centro Libre de Manzana, lo que conlleva un aumento de terreno absorbente.
– Modificar las Planchetas de Edificabilidad y Usos: se revisaron todas las Planchetas de la Ciudad tomando en cuenta el tejido existente, la preservación de la identidad de los barrios, ajuste de alturas para su crecimiento gradual hacia las avenidas, entre otros factores.
– Sustituir el Instrumento de Desarrollo Territorial: “Equivalencia de Capacidad Constructiva Transferible (ECCT)” por la “Capacidad Constructiva Adicional (CCA)”. Este nuevo instrumento de promoción busca fomentar el equilibrio urbano a través de la revitalización de áreas con menor nivel de desarrollo y de la puesta en valor de los edificios catalogados de la Ciudad Autónoma de Buenos Aires.
– Modificaciones al texto del “Cuerpo Principal” relativos a conceptos previstos en el Título 1 “Generalidades, Principios y Definiciones”, Título 2” Certificados y trámites”, Título 3 “Normas de Uso del Suelo”, Título 4 “Cesiones de Espacio Público, Parcelamiento y Apertura de Vías”, Título 6 “Normas de Edificabilidad”, Título 7 “Lineamientos del Hábitat” y Título 10 “Instrumentos de Desarrollo Territorial y Programas de Actuación Urbanística” para una mejor implementación del Código Urbanístico.
– Ajustes al Anexo II “Áreas Especiales Individualizadas” y Anexo III “Atlas” del Código Urbanístico relativos a, por un lado, erratas que en atención a las sucesivas modificaciones que se realizaron al Código Urbanístico tras su sanción por la Ley 6099, se considera oportuno la corrección de aquellas que se hayan suscitado, y por el otro, una serie de modificaciones a Áreas Especiales tales como: EE-14 Parque Deportivo Pte. Julio A. Roca, EE-29 Hospital Británico, EE-75 Hospital General de Agudos Dr. Juan A. Fernández, EE-94 Hospital Italiano, EE-102 a 109 y EE-126 Higiene Urbana – RSU, APH3 – Ámbito Grand Bourg y Palermo Chico, AE22 – Pasaje Bollini, AE26 – Pasajes de la Ciudad, AE27 9 de Julio, U3, U8 “Villa 20”, U14 – Distrito Joven-Costanera Norte (incorporación del “Distrito Saldías” y adecuación del Sector 5), U32 “Área Protección Patrimonial Antiguo Puerto Madero”, U60 – Barrio Padre Carlos Mugica, U62 “Barrio Rodrigo Bueno”, U63 “Barrio Playón Chacarita”.
Sumado a ello, se incorporan cómo EE Nº 127 – Basílica María Auxiliadora y San Carlos Borromeo, Colegio Pio IX e Inspectoría Salesiana Argentina Sur, EE- 128 – Colegio y oratorio San Francisco de Sales, EE-129 Instituto María Auxiliadora, Casa Inspectorial y Templo de la casa María Auxiliadora.
Por último, el GCBA expone que “se propicia la Catalogación con sus respectivos Niveles de Protección en los términos establecidos en el Artículo 9.1.2. “Catalogación” del Código Urbanístico, de una serie de inmuebles incluidos en el “Catálogo Preventivo” del Poder Ejecutivo con el fin de completar el Catálogo Definitivo de inmuebles protegidos de la Ciudad Autónoma de Buenos Aires hasta la fecha”.

Estuvo sintiéndose hasta más allá del límite del Parque Saavedra, también por la calle Correa dirección oeste con mayor intendidad en la interseccion con la calle Tronador. Resulta qué a esa altura se está trabajando en un entubamiento cuya obra fue iniciada a,ó en concecuencia al desarrollo y construcción del Nuevo Viaducto en Avenida Ricardo Balbin. Precisamente al llegar a esa interseccion de calles mencionadas, donde Tronador precisamente se halla cortada a esa altura (en dirección a Avenida Gral. Paz). Misma calle, “Tronador” también lo está con un vallado importante y en obras aún,del otro lado de Avenida Ruiz Huidobro dirección sur. El olor muy fuerte, mezcla de químicos/gases/amoniacos. Bastante desagradable, y duró unos días en el aire.

Hola. Hoy firmé la denuncia en la Comisaría. Esperemos que sigua el curso judicial y se determine el orígen de estas emanaciones. La CN nos garantiza (art. 41)un ambiente sano. Además ecisten leyes ambientales que penalizan acciones dañosas para el hábitat y comunidades. Cuidemos nuestra Casa grande y cuidemonos entre todos.

Estoy en Mariano Acha esquina Besares y por momentos no se puede respirar dentro de casa, es un olor fuerte, pero no es gas ni combustible…es un olor fuerte, sale de la alcantarilla del baño, y x todas las alcantarillas de casa, y si salgo a la calle es más fuerte… Hoy vino toda una cuadrilla y cortaron la calle… ojalá hagan algo… Tomaron muestras de las alcantarillas de la calle…

No es la primera vez y nunca hacen caso de las denuncias. Esta vez fue demasiado notorio y fueron muchas las denuncias, por eso vinieron. Pero no sirve de nada que vengan así porque el olor no es 24 hs y además deberían bajar al arroyo para ver desde dónde puede ser que viertan algo. Desde la superficie, saunque sintieran el olor no van a resolver nada porque ésto abarca más de diez cuadras. S se van a ocupar deben hacerlo en serio y de manera efectiva.

Hola. Yo lo sentí el 20/7 no sé si era olor a gas o combustibles. Yo lo asocie más a un olor de fertilizantes o químicos.

Muchas veces pasa eso y el olor sale de las bocas de tormenta, alguna empresa vuelca combustible al arroyo qué pasa por debajo de García del Río .Yo varias veces hice denuncias .
